The construction of residential complexes in Uzbekistan is a comprehensive investment and construction process regulated by urban planning, land, and administrative legislation. Multi-apartment development projects are implemented strictly within the state-established permitting framework.
The legal feasibility of a project requires lawful rights to a land plot and its compliance with urban planning documentation. Any inconsistency between the land designation and residential use prevents further approval procedures.
The construction process requires mandatory state examination of design documentation, obtaining construction permits, and compliance with state supervision requirements. Any deviation from the установленный procedure makes legal commissioning impossible.
From January 1, 2026, the use of the state language has become mandatory in residential construction. In particular:
— project names must be in the state language;
— the state language must be used in construction documentation, signage, and advertising materials;
— documents for permits and commissioning must be submitted in the state language.
Project implementation is based on a system of civil law contracts, including general contracting, design, technical and author supervision, as well as financing and sales mechanisms.
