On September 19, 2025, Decree of the President of the Republic of Uzbekistan No. UP–174 was signed."On creating additional conditions for the production of high-value-added products and increasing exports in the light industry."In accordance with the Decree, an Agency for the Development of Light Industry will be established under the Cabinet of Ministers of the Republic of Uzbekistan.
The new body will become an authorized state institution for the development and implementation of priority areas for the development of the industry, including textiles, leather and footwear, silk industry and carpet weaving.In addition, a Public Council for the Development of Light Industry will be formed under the Agency, which will contribute to the development of proposals for improving the regulatory framework, coordinating business and government cooperation, and supporting export-oriented enterprises. Starting from October 1, 2025, state financial support measures aimed at stimulating exports and increasing the competitiveness of products will be introduced for light industry enterprises. In particular, it provides for:• covering the costs of attracting international brands, implementing international standardization and certification systems, as well as international financial reporting standards;• coverage of expenses related to insurance of export contracts and allocation of grants for training specialists;• partial reimbursement of expenses related to the opening and maintenance of trading houses, rental of offices, retail and warehouse premises abroad, as well as the organization of advertising campaigns. The adoption of this Decree is aimed at creating favorable conditions for increasing the investment attractiveness of the industry, stimulating exports of high-value-added products and further developing the national light industry.
