Unified Social Register to Be Introduced from February 1, 2026. In accordance with Presidential Decree No. PF-258 dated December 26, 2025, the Unified Social Register will be introduced in Uzbekistan starting from February 1, 2026. The new register will be formed on the basis of: the “Unified Social Protection Register”; the “Low-Income Families Register”. The decree establishes a unified system for classifying and registering families eligible for social support.

Categories of Families in the Unified Social Register:

1. State-Supported Family This category includes families where: family members are incapable of work or have limited work capacity; the average income per family member is below the minimum consumer expenditure level.

1. Low-Income Family. This category includes families where: family members are able to work; the average income per family member is below the minimum consumer expenditure level.

1. Family at the Poverty Threshold. This category includes families where: the average income per family member ranges from 1 to 1.5 times the minimum consumer expenditure level. The category may also include: families previously excluded from the “state-supported” or “low-income” categories; families recognized as being in difficult life circumstances based on a recommendation from local community authorities (mahalla).

Procedure for Determining Family Status

Classification of a family is based on:

• officially declared income data;
• assessment of work capacity of family members;
• information from state information systems;
• recommendations of local community bodies, where applicable.

The Unified Social Register provides a centralized mechanism for determining eligibility for social assistance based on established criteria.
